BMW issued the statement after a report in news weekly Der Spiegel suggested it had installed software that manipulated emissions of harmful gases such as nitrogen oxide, something its management has always denied.
“In the course of internal tests, the BMW Group has discovered that a correctly developed software update was mistakenly assigned to certain unsuitable model-versions,” the company said in a statement.

You don't need to explain man, cheating for only 11.700 cars is beyond moronic.
But if it caused worse emission how did they pass the emission test?It's not cheating with engine software here to get better emissions. It's the opposite: the wrong software that was accidentally installed causes WORSE emissions in M550d and 750d, not better.

No, the cars from 2012 to 2014 are ok, but after that BMW started to use the software of the X5 and X6 M50d in the 5er and the 7er.The production dates for the recall were actually 2012, so I agree, it may have come to light that way, but as @EnI points out, it might not have been significant enough to show up - or at least show up enough for word to get back to BMW that there was an ongoing problem.
