So just a Nevera facelift / new variant.
Redesigned front and rear clamshells with altered shutlines creating that continuous shape in exposed carbon. I'd expect some changes to the front face as well. The shape of the rear wing is similar, but it now has fixed outboard mounts with proper endplates. That points towards a focus on track performance. Unfortunately, everything beyond the painted bodywork is digitally blacked out in the image. If it has added aero flicks or a more aggressive splitter they are not visible.

Remains to be seen what has changed under the skin. I don't expect major changes, which would require large investments. If Rimac are going for track performance, some aero tweaks and a stiffer suspension aren't going to do much. They absolutely have to get that 2,300 kg kerb weight down. In addition to the direct performance benefits, it will reduce tyre loads to create headroom for more downforce.
Ditching that pointless autonomous driving equipment would be start. I'm not sure if they ever got that track coach feature to work. The fixed rear wing will save something I guess. Then there's the usual tweaks like taking out sound insulation, and swapping in thinner glass.
The largest potential for weight savings is, of course, in that huge 120 kWh battery pack, which weighs over 700 kg. But I doubt significant improvements could be made there on the cheap, at least without reducing the power output.

So definitely not a new car, but already more than just a bespoke trim like that 15th Anniversary Edition.
150 units will remain an unreachable target, but this almost certainly ultra-limited variant might get a few more cars out of the door. I guess they have to try something to recoup the development costs. A track-focused variant will be cheaper to develop than a convertible variant, which the super-stiff monocoque was designed to accommodate.
 
Even if this is 100 kg lighter, I don't think the downforce will be much higher on this variant. Unless they get different tires.

1700 kg - front axle (45%)
2120 kg - rear axle (55%)

weight:

2535 kg - gross vehicle weight

1285 kg - theoretical max DF within allowed tire load

DF peak guesstimate:
753 kg @ 352 kph (364 kg @ 250 kph)
532 kg safety margin

DF max potential:
648 kg @ 250 kph (1285 kg @ 352 kph)
0 kg safety margin


Let's say this new variant is really 100 kg lighter and they keep the same tires.
Now, the max potential DF is 1385 kg. Question is, at which speed?

885 kg at 352 kph = 446 kg at 250 kph
(keeping a 500 kg of safety margin)

But, they could squeeze out more DF with lower top speed:
885 kg at 330 kph =508 kg at 250 kph

Bugatti did something similar with Sport and Pur Sport.
But this is worse. Nevera Time Attack is just a badge and a paint job. This should have been the Time Attack Edition.
