Except the police say you could receive a ticket. Not that you necessarily would. Under the hit-and-run law, where damage has been made after the fact, what the police say is not surprising. You haven't provided the part that says merely touching another car is illegal (do note that the police there said hitting and if you can't tell the difference, then you should ask someone to touch your face, and then immediately hit it).But I'll leave you with a quote from the police.
Police say "if you hit another car and leave the scene, you could receive a ticket". Note they don't say "damage". Just hitting is enough.
