CS 2.0: flatter to deceive- nothing will come out of it.
I can guarantee you BMW will blame the crash in oil price for their reason behind cancelling the project.

and based on that global economic growth is close to topping out since we are due for a downturn, then I can believe it being cancelled. Plus, I think new brass in BMW is no longer a fan as well.

It's a real shame. In terms of design, I still contend it had one of the best exterior and interior designs from BMW in recent memory. It payed proper respect to BMW's past design (proportions, H-kink, driver oriented cockpit) without being a slave to nostalgia (i.e. the Hommage series, even though I am loving the 3.0CSL more with each passing day). There's just significant amount of potential in that design and it'd look proper on a sedan larger than a 5er.
 
Yep, I just read that. Pretty much every interesting BMW project cancelled.

Are they relying on this concept now for marketing purposes even when there's no legitimate intentions to build it?

None of those priorities are exclusive to BMW, almost all major automakers have them. Diluting the identity of a brand in the pursuit to become all things to all consumers is a mistake companies tend to make too often.
Everyone wants to be Apple, but Apple maintained their philosophy while expanding accordingly. The voice of the enthusiast is more powerful now because of connectivity, so brand perception should be at or very near the top of the list of priorities. 9 series and M8 are not the best of business cases right now, but then that means all of their weight rests on 2-7's shoulders. So what makes a halo car a halo car should be injected in all core BMW models, which means BMW ought to reconsider the business case regarding the M7 because the 7 series needs that halo effect now more than ever before.
 
Concepts are the product to visualise and foresee market changes.
If we use the X7 as an example this car has been conceived for two generations now but it was always the case of is the market ready?
Now the market is ready having been so close to production twice before but missing the last hurdle.

Vision Future Luxury was to show that market change in effect to increased demand for further exclusivity in the premium segment. It is expected that the luxury car market will exceed over 1 million units by 2017. Should such a vehicle be considered it would not launch until 2018 at the least.

Of course the concepts travel globally in order to engage a customer response if we take the Vision Efficient Dynamics as an example that went global and also took four years from concept to production as again there is a lot to evaluate, first we have to determine is there a market?
And also evaluate from the customers perspective if they are ready and would like to own such a car. Its a process which is why decisions are not made overnight. Should the Vision Future Luxury be earmarked for production? Then it would be a car for around 2018-2019.

As of the global customer perspective? You have no idea the amount of customers who would actually like to see a more exclusive BMW at the top end of the market which gives us (marketing) a very good feedback and priority customer response to take back to product planning and the board of management with multiple market and demographic feedback.
But overall decisions lie fully on market conditions and with the financial departments.
