If France is pulling that, and not sending up to 3 GW, and there's no wind, and it's dark, overcast/foggy, what then? Power cuts.

The environmental laws on water temperature are silly though. A local power station (not nuclear) was fined for outputting water above temperature, even though the output temperature was lower than the intake temperature.
