It's 20 road cars.
The 20 car requirement is for race cars. It's 10 race cars within 12 months and another 10 within 12 months after that. At the time the requirement was introduced a number of manufacturers were non-compliant. Some attempted to produce the required number of cars (Honda/Acura with the NSX GT3 for example), some didn't bother and subsequently disappeared (Cadillac ATS-V GT3 for example).
How do you think the following cars were homologated? Mosler MT900R GT3, Ginetta G55 GT3, Chevron GR8 GT3, Radical RXC GT3, Scuderia Cameron Glickenhaus SCG 003C
Those cars are/were not homologated by the FIA for GT3 use, they race(d) in GT classes at the discretion of the relevant national motorsport authority.

I didn't say they did - but they also don't have FIA homologated GT3 cars - which is kind of the point. Warren Mosler and Jim Glickenhaus have both openly discussed their annoyance at this.
I'm familiar with the technical regs, what do you think they demonstrate?
