Volkswagen's U.S. chief blames emissions scandal on 'individuals'
Volkswagen's cheating on emissions with the use of software in diesel cars was not a corporate decision, but something that "individuals did," its U.S. chief executive told lawmakers on Thursday.

Michael Horn, Volkswagen's U.S. president and chief executive, testified under oath to the House of Representatives Oversight and Investigations panel about the emissions scandal that has wiped away more than a third of the company's market value and sent tremors through the global auto industry.

"This was a couple of software engineers who put this in for whatever reason," Horn said about the software code called defeat devices, which the company put in diesel cars since 2009 to cheat government tests of emissions harmful to human health.

"Some people have made the wrong decisions in order to get away with something that will have to be found out," Horn said when asked by lawmakers on the panel if Volkswagen cheated with defeat devices because it was cheaper than using existing technology that can cut emissions.

The German automaker has suspended 10 senior managers, including three top engineers, as part of its internal investigation. The inquiry has found employees began to install defeat devices after realizing a costly new engine would fail U.S. emissions standards, according to sources. Company investigators have found no evidence against the engineers.

Representative Chris Collins, a Republican from New York, said he categorically rejected Horn's statement that using defeat devices was not a corporate decision.

"Either your entire organization is incompetent when it comes to trying to come up with intellectual property, and I don't believe that for a second, or they are complicit at the highest levels in a massive cover-up that continues today," Collins said.

Horn admitted that Volkswagen, even after hearing in the spring of 2014 about an independent study that showed emissions irregularities in two of its diesel cars, told U.S. air regulators that the higher emissions data was the result of technical problems with the tests.

The company told regulators only on Sept. 3 that it was using defeat devices in diesel cars since the 2009 models, Horn said.

"Now we learn you knew some 18 months ago," said Representative Fred Upton, a Michigan Republican, about Volkswagen learning of the study by the International Council on Clean Transportation and West Virginia University. "What did you really do to fix it and come clean, versus simply going along? But ultimately, the saying rings true: cheaters never prosper."

Horn said he had "no understanding" of what defeat devices were and only learned of them at a meeting in September that Volkswagen held with U.S. and California air regulators.

Horn, sitting alone before the committee with folded hands and a furrowed brow, apologized to lawmakers for Volkswagen's use of a defeat device, and pledged to cooperate with the committee. But he offered little new, saying the company's external investigation remains at a preliminary stage.

The scandal is the biggest business crisis in Volkswagen's 78-year history, and forced the ouster of long-time CEO Martin Winterkorn.

Just the transfer pricing of components being made in each factory in different locations (countries) will be a nightmare to unravel. Just ask what Aston Martin had to go through when it was sold by Ford, and multiply that by 100 times.

A percentage of Aston Martin is still owned by Ford. That is why Daimler won't take overall control and when BMW were interested many moons ago...
Also when BMW discussed about taking land Rover back from Ford, they would have to take Jaguar as well as everything was combined and difficult to unravel in terms of production and engineering. BMW had no need for another luxury car brand.

Wow, I don't know if what he said is incredibly bold or incredibly stupid, but I'll wager it's the latter.
 
It seems like all the regulators, prosecutors and any kind of concerned authorities are being too soft towards VW. The people involved in this fraud (crime) are still in the company and they are let to cover all the rest of the crimes that they committed. I don't believe it's only the emission violation, there are other issues for sure. Once they chose to cheat they will not stop until everything is changed. If Merkel wants to save VW, she should act immediately.
 
Geez guys, the emission tests were just like the bank stress tests after the Great Financial Crisis, the tests were rigged and designed to be passed.
 
3,6 million VAG diesel cars in Europe with 1.6 TDI EA189 engine will need hardware changes

2.0 TDI engine only needs software fix
A spokesman for the German transport minister has announced 3.6 million 1.6 TDI cars from the Volkswagen Group sold in Europe will need a hardware fix as well.

Volkswagen sold a total of 8 million diesel cars in Europe with the illegal software fitted onto the EA189 1.2 TDI, 1.6 TDI and 2.0 TDI engines and while the 2.0 TDI will only need a software revision according to the latest report, the 1.6 TDI will also require some hardware modifications. This affects 3.6 million cars sold in Europe not just from the Volkswagen core brand, but also from Audi, Skoda and SEAT.

VAG previously said they plan on kicking off recalls in January and will fix all of the cars by the end of 2016. It's not known at this point whether the smaller 1.2 TDI will have to go through hardware changes as well or they can fix it with a simple software update. Overall, there are around 11 million EA189-powered cars all over the world with the illegal software and obviously it will cost VW a fortune to fix them and also to pay the numerous fines which will greatly affect the company's plans as far as R&D is concerned, putting at risk some future models.

Just to be clear here. This is not about tests in themselves not being representative of the consumption/exhaust values, that is given and has been known for years. All cars will do worse in real life compared to in the tests. Just as everyone knows that manuals are not worse than automatics in the real world, it's just a result of the rules of the tests - I'm betting the rise of automatics is only down to this darned EC cycle.

No, this is down to deception and fraud.

If a manufacturer produces an engine that passes the test, then all is fine. Everyone knows it has nothing to do with how the engine performs in the real world and there is a consensus about that. However, when a manufacturer can't even pass the easy route of the test, and resorts to plain cheating because the technology is not up to it, that is where things go bad. VW/SEAT/Skoda/Audi have been caught cheating in the official test.

That is what this is about.

Now analytics companies will try the best they can to promote themselves by "finding out that X engine dirtier than in the test". This is utter crap and if said company can't find any proof of malice, please direct your commercials towards the EU.

It is scary how miss informed the general media is when it comes to vehicle emission testing and the general technical knowledge of ICE. This whole thing has turn into a media fueled farce.

Eco is OK but ecofascism isn't. Simple as that.
The reality is there are very few true 'Ecofacists' ..... true environments are most often pragmatic about the balance between industrial development and nature. As technology advances, the impact on the natural world is becomming less damaging.

Most people want to live in a world where nature is not negatively impacted by human activity .....but we also want to have our cellphones and automobiles.

I think we are advancing towards a technological reality where industry and nature will have a much more harmonious coexistence .....but most importantly, it will not be politicians and UN technocrats that will give us this reality, it will be scientists and engineers.

The problem is the environmental movement was hijacked a long time ago by some people with a very agressive political and social agenda for the entire world.

The worse joke is that there's going to be a movie about this VW scandal with Leonardo DiCaprio starring. As if they couldn't wait to see how this will turn out...
