With Trump threatening to invade Greenland the US have gone from the war on terror to being the terrorists. I draw the line at that, it's not a matter of a political difference it's just terrorism. Even the threat of it is terrorism.

Also, I think terrorism is something completely else than the context you're giving. This is geopolitical, not terror.
Europe should just react by making Canada a part of the Union, and then the Union can build vast military complexes in a few places in Canada. I am positively sure the U.S doesn't mind a gigantic foreign army on their borders, that's after all what they for many decades had in mind with NATO on the borders of Russia.
Make North America EU again.
