I don't know about "everyone else." There has been one article from Motortrend claiming that - and that was just rumors as per usual. Mostly it's just people guessing.Interesting bit of news indeed. That downsizing quote could be misunderstood. Everyone else reports TT V8. The part sharing thing will likely be towards interior and other minor parts.
If they are making a completely new NA V12 for the Aventador successor (as has been confirmed), it would make sense to co-develop an NA V10 at the same time and use the same combustion chamber design - since that's usually the most expensive part. And you could also save some money on engine ECU and electronics if they were all developed from scratch to handle two different engines.
A TT V8 does make sense as well, of course, but it would pretty much have to be the same engine already in use for loads of VW products, which I don't think would make the car special enough. I don't think they would develop a new TT V8 from scratch - as that would have been even more expensive than making an NA V10 based on the new V12. Not to mention worse when it comes to sound, emotion and Lamborghini's identity. So the two options are pretty much either the old 4L TT V8 with tweaks, or a new NA V10. The TT V8 might make more sense from development cost perspective, however, even if they used that engine, it would still leave them with a huge cost for the new V12. If they also developed a new V10, the cost could be shared. So overall, I think an NA V10 makes more sense overall.
