Thanks Matski. I wanted to mention tire performance/longevity when under constant heavy load from both the weight of the car and the downforce it'd encounter especially when using what would likely be soft slicks, but I think I'd be talking from my backside.

I've not yet read any of the Aero stats for this car, but it's hard to imagine the energy going through the tyres as being anything other than massive.

So then this maybe means that if they decide to put this thing into production it will be a road car...?

Or track special like an FXX, Zonda R or Vulcan. All I'm getting at really is that it makes no sense to think about using it for LMPH. If it had a more suitable engine then perhaps, but definitely not as is - there's just no class that makes sense.
 
I don't know where the rumor about this thing being a proposal from Bugatti for the upcoming Le Mans top class even came from.
In any case, in a category which should be based on the concept of "efficient performance" it sure wouldn't be a smart move to enter with a quad-turbo, 8.0 liters W16 engine.
It has nothing to do with a road car either, not even the smallest bolt could be deemed as road legal on this thing. I mean, would you look at that?
Besides the engine, the power and all of that we are talking about 2600 kg of downforce at 320 km/h, post-2017 F1-sized, LMP1-grade Michelin race slicks tyres + Bosch Motorsport electronics and F1-like suspensions.

It simply is a fully-functional prototype of a FIA-compliant track-only machine to show the world what Bugatti could do with its W16 platform (which, remember, is not exactly something which is suited for track/race use, so to create a track beast starting from that it is not an easy task) without any technical and/or economical compromise.
We are talking about BT62, SCV12 type of machines here, but with Bugatti-style over-the-top excess in every aspect of the car which takes it on a level apart, actually making it more of a technological showcase than an actual track machine.

They probably would produce it in a limited number of units if they could find enough customers.
And I don't doubt they could find them, easily.

FWIW, LMP HYC is not based on the concept of efficient performance...

Actually every FIA category is nowadays based on that concept, at least on paper (then, to say that this idea is good or is working well on practice is another argument).
Starting exactly from F1 and its hybrid 1.6 liters V6 engines.

If it wasn't so, we would still have to this day the glorious 3.0 liters NA V10 engines revving up to 20'000 rpm which could be replaced once a weekend.

In fact, back to Le Mans, the Toyota GR SS is going to have a relatively small V6 TT engine coupled with a hybrid system.
If I remeber right, SCG was about to enter with a TTV6 as well before all the fuss with AM.
At the same time, all of this doesn't mean that the cars cannot as well be incredibly fast, powerful, technological and rare so that statement that you posted is perfectly fine and true.
