My question is what happened to baby Yoda Grogu, he does not appear in the time line in any of the works which come after the Mandalorian. He should be one of the most powerful beings in the Galaxy.

Well, given that he is like 50 years old in the Mandalorian and still a baby, in the new trilogy he must be still very young, so maybe when Rey will be middle aged or something, he might appear as a young and talented Jedi, sort of like Ahsoka with Anakin. He will be able to be around for a very long time from now on, so I’m pretty sure we will see him.
 
I don't get the timeline at all. Unless I'm misreading things, that was a young Luke Skywalker there, but the empire has been defeated, which makes this set after Star Wars Episode VIII, so did Luke time travel? WTF?

The Mandalorian is set five years after the events shown in the 1983 movie, in 9 ABY (After the Battle of Yavin). Additionally, we knew The Mandalorian was set 25 years before 2015's Star Wars: Episode VII - The Force Awakens, which is set in 34 ABY. In general, this also means The Mandalorian is set during the reign of the New Republic, the galactic governing body established by the Alliance that arose following the destruction of the Empire.

I think there's plenty of scope for Grogu in future story telling. The current canon between the Mandalorian and the Sequel trilogy is relatively sparse, certainly in terms of what Luke was doing, all he needs to do is not be with luke when Ben turns, other than that, they've got plenty of freedom. On the flipside, the character is of limited use or appeal going forward, despite is age, he is for all intents and purposes a baby, or at best a toddler - he's more of a plot device than a character - though having said that, they can do pretty much anything they want with him in the Comics, or the junior books.

The 'empire' you are referring to is the first order, a rebranded version of the empire in the new trilogy.
