Pilot fly his Hercules plane 5 meter above the ground

Happen here in Sweden, the pilot is now suspended and he is very regretful but he claim he did it as joke.
The rules says the lowest you can fly with a Hercules plane is 30 meters. He only flew 5 meters above the ground.

That is normally called a "low approach" but the landing gear should had been down and at a higher distance from the ground , this is completely against the safety rules no matter what plane it was.
