Lots of times, the manufacturer does a major service and makes some cosmetic fixes, then sells them as demos through dealerships for discount. I always stay away from demos because most often they aren't broken in properly.
If it's a prototype they're driving, then it goes to the crusher, along with test cars and mules.

There is no such law in Australia, some times cars with over 10 000 km is still marked as "Dealer demo".At least in the US, demos are still classified as never titled.
