Not that it's up for public debate, but it's currently a temporary ban. The fact of it is that he was permanently banned for just reasons (far more than simply stupid comments) when he was Sonder, coming back with a different username to circumvent that was noticed pretty much straight away, but he was given the opportunity to prove himself reformed, and he didn't. Having said that, creating a new account doesn't automatically get a member the right to a whole new bunch of second chances, and creating multiple new accounts definitely doesn't.
