The answer is simple. It depends:
- Will the tyre width be changed?
- Will the outer wheel diameter be altered?
- Will the unsprung weight be lowered or increased?

It's mostly about how close to a slick the tire is and how soft/hard the compound is

The bigger the wheel, the worse the performance is - at least this is what I've learnt from German tests. Sometimes a stock car with stock 19-inch wheels is faster than its tuned version with more power and 20-21-inch wheels.
