I looked up the O2 Tower but its top is flat. The building in the picture has a pointy top. Hmm..

After 1,5 hours of googling around, I've found it.

The City is Vienna, Austria. The Tower on the right is the 'Donauturm' (Danube Tower)
The Hotel, in which your villain is staying, must be the SO/ VIENNA.

Hahaha. Actually, if you're into my mythology, a villain of mine called Man-Bat (no I'm nor kidding, look him up), is that missing link.

Kidding aside, bats are not to blame for this pandemic, really. I'm not into bats myself, in fact, if you've seen my movies, they scare me. Anyway, if you can keep an open mind, here's an article :
