He was. BBC wanted to cancel the show when the ratings slumped, but they basically found out that the ratings decline was due to Jeremy's absence from the show. Tiff and two others started a new show called 5th Gear, while Clarkson remained with BBC's Top Gear.

Top Gear started in 1978, Tiff was there from 1987 to 2001.

I didn't download the clip, it's still embedded in my brain from the first time I saw it years ago.
