No, not unless the road was torn up. Just because the road is dirty doesn't make it the city's fault, simply because the city can't control the dirt. It would be his own fault for not paying attention to the road. Like Zonda said, the turn was much sharper than he anticipated, thus making it a driver error.

One question, since everything else has been answered (except Michaels question). Will he fix the car and how much will it cost?

Not really. Maybe he was just too inexperienced to drive a RWD car in such a situation. And he admitted himself that he handled the slide wrong.

He came round the corner, which was sharper than he expected and the road was dirty too so he started to slide a bit. And instead of correcting the slide he turned in the wrong direction and everything went bad. Luckily both he and the passanger made it out perfectly fine. He wasn't speeding either.


Translation : he was driving too fast.

Atleast hes ok, and hes learned the hard way, the easy way (easy way because everyones ok!). Most youngsters crash at one point or another.
 
Missed that thread, as someone who has recently passed their test, this car is way too powerful for a first car, and I wouldn't say RWD drive was a good idea!

If he had a less powerful FWD car, it would understeer loads, but that's harmless, oversteer is a whole different story, and is much harder to control, especially if you don't know what you're doing!

Great to see everyone is ok though!
 
Now, if this makes you guys feel better, dad trashed the VW Transporter we have at work and i was following just behind!

We were driving at the highway, going to visit a building site, and an idiot from the opposite direction made a dangerous move and dad, in order to avoid him, had to take the car out of the road. Actually he totalled it, but hence, he's still alive!
