Because it's turbo engines that are easily underrated. I didn't recall the 599 being turbocharged ;) And you can be highly specific with NA engines output numbers, it simply fluctuates somehow with these new turbocharged engines.

The factory can do underrated engines, but this not means should be the right way... still exist a standard for that.

now the modern engine has tons of eletronics... the obtained output is exactly the output desired

I understand it's easier for a FI engines to perform at altitude and their outputs as well as NA engines are probably set to produce the official figure at a certain altitude but where as the NA will gain a little at it drops to sea level the FI engine will receive a noticeable improve as far as I am aware so it would be great if manufacturers could include a set of output figures for say 3000ft, 1500ft and sea level.
